Implementing Curriculum “More or Less” in Timor-Leste

Curriculum reform is often oriented by top-down issues, particularly in implementing global imperatives around education. In post-colonial, post-occupied Timor-Leste, the most recent primary school curriculum (2014) has sought to reflect local needs and experiences implement new content with learner-participatory strategies through scripted lesson plans. This study explores if how teachers use these plans, identifying patterns of pedagogical behaviour classroom observation nine schools. Short interviews further revealed what understandings they brought their work. The findings suggest that are asserting some agency over plans relation perceive situation students, but omitting critical learning activities key features curriculum. bottom-up view suggests a basis for reform, this case, less scripting ‘answers’, more focus on extending student language knowledge professional development focuses specific strategies.
